Haryana Staff Selection Commission (earlier Subordinate Services Selection Board) is constituted as per the provison of Article 309 of constitution of India. There was an advertisement No. 5/2007 in HSSC in which post of Canal Patwari was published. The number of posts has been increased and applications are again invited for those who could not apply earlier.

Educational Qualification: Matriculation or its equivalent but preference shall be given to candidates possessing higher qualifications. The candidate should have studied Hindi/ Sanskrit up to Matric.

कुल्लू — प्रदेश के दैनिक भू-व्यवस्था पटवारियों की हालत दयनीय बनी हुई है। प्रदेश सरकार द्वारा दैनिक भू-व्यवस्था पटवारियों को मात्र 153 रुपए दिहाड़ी दी जा रही है, जिससे बढ़ती महंगाई में उनको अपना परिवार पालना मुश्किल हो रहा है। मिली जानकारी के अनुसार प्रदेश के 1996-97 बैच के लगभग106 भू-व्यवस्था पटवारी नियमित होने के इंतजार में बैठे हैं। बताया जा रहा है कि प्रदेश के लगभग 106 भू-व्यवस्था पटवारियों को नियमों के अनुसार पक्का हो जाना चाहिए था। मिली जानकारी के अनुसार प्रदेश में इनके करीब100 पद खाली पड़े हुए हैं, वहीं पिछले तीन वर्षों में इन पदों को भरने की कोई कोशिश नहीं की गई है। बताया जा रहा है कि दैनिक भू-व्यवस्था पटवारियों को मात्र 153 रुपए की दिहाड़ी दी जा रही है। तथा काम उनसे दबाकर लिया जा रहा है। प्रदेश सरकार के शोषण का शिकार हो रहे दैनिक भू-व्यवस्था पटवारियों में काफी रोष बना हुआ है। मिली जानकारी के अनुसार इनको महीने का वेतन करीब पांच हजार रुपए नसीब हो रहा है। वहीं प्रदेश सरकार द्वारा कांट्रैक्ट पर रखे गए ऐसे पटवारियों को लगभग आठ हजार रुपए महीना वेतन दिया जा रहा है। दैनिक भू-व्यवस्था पटवारियों का कहना है कि प्रदेश सरकार उनका शोषण करने में लगी हुई है, वहीं 1996-97 बैच के एसे पटवारियों को खाली पड़े पदों पर नियमित रूप से नियुक्त नहीं कर रही है। ऐसे पटवारियों द्वारा विभाग संबंधी काम तो पूरा किया जा रहा है, लेकिन उनको अन्य पटवारियों की तरह सुविधाएं नहीं मिल रही हैं। उक्त मामले में शोषित हो रहे ऐसे पटवारियों का भविष्य भी अंधकार में होता जा रहा है। ऐसे पटवारियों का कहना है कि प्रदेश सरकार द्वारा यह बहाना बनाया जा रहा है कि नियमित होने के लिए आठ वर्ष की नौकरी का होना जरूरी है। ऐसे पटवारी वर्ग का तर्क है कि पहले भी बैचवाइज नियमित नियुक्तियां होती रही हैं तथा पिछले तीन वर्षों से इस मामले में प्रदेश सरकार द्वारा कोई कदम नहीं उठाया गया है, जिससे लग्भग 100 पद प्रदेश में खाली पड़े हुए हैं। भू-व्यवस्था पटवारियों कानूनगो संघ कांगड़ा मंडल हिमाचल प्रदेश के प्रधान भुवनेश्वर कुमार शर्मा ने बताया कि संघ की बैठक में प्रस्ताव पास करके सरकार से मांग की गई है कि खाली पड़े पदों पर विभाग में कार्यरत आकस्मिक पटवारियों को पूर्व निर्धारित समिति के अनुसार नियमित किया जाए।

Srinagar, Aug 19 2007 (UNI) Fulfilling the long pending demand of revenue officials, Jammu and Kashmir cabinet has approved higher pay and allowance for the Patwaris, Girdawaras and Naib Tehsildars in the state, an official spokesman said today.

The spokesman said the cabinet under the chairmanship of Chief Minister Ghulam Nabi Azad approved placement of Patwaries in the pay scale of Rs 4,000-6,000 from Rs 3,050-4,910, enhancement of fixed TA per month from Rs 40 to Rs 124 for Naib Tehsildars, from Rs 35 to Rs 110 for Girdawars and from Rs 30 to Rs 100 for Patwaries.

The cabinet also approved enhancement of travelling allowance per month for Patwaris from Rs five to Rs 100, and record allowance per month from Rs 50 to Rs 100.

This decision by the state cabinet has fulfilled the long pending demands of the Patwaries, Girdawars and Naib Tehsildars who had been pressing hard for removal of disparity in the pay scales, enhancement of allowances, travelling allowance, record allowance and fixed TA.

The coalition government headed by Mr Azad, has already enhanced the pay scales of teachers, accounts assistants, section officers besides strengthening and expanding the Kashmir Administrative Service(KAS).

Recently the cabinet enhanced the honorarium of numberdars, chowkidars and free travel facilities Enhancement of pay scale of Patwaries is also expected to lead effective implantation of 'Roshni' scheme enacted by the Azad led government conferring free ownership rights to the poor farmers on state land.

By another decision, the cabinet approved creation of 31 faculty positions for Dental Colleges of Jammu and Srinagar.

It also approved the creation of one post of professor and one post of associate professor in Bone and Joint Hospital Srinagar.

The cabinet also approved the promotion of Special Secretary Home Gazanfar Hussain to the super time scale of 18,000-22,000 in KAS.

Govt accepts Patwaris’ demand to amend pay scales

Dehradun, 13 Sept 2010: The Uttarakhand government has finally agreed to amend the pay scales for the posts of Patwaris and Qanungos. The new decision was accepted by the Patwari Mahasangh, which had been leading a pen down strike of the Patwaris throughout the state. However, the Patwaris have vowed to resume their normal duties only after the government order in this respect is issued.
The decision to this effect was taken after a long meeting chaired by Revenue Minister Diwakar Bhatt. The meeting was also attended by Additional Chief Secretary SK Muttoo, Secretary, Revenue, Dr Rakesh Kumar and Additional Secretary, Revenue, Bhaskaranand Joshi among others.
Later, briefing media persons, Bhatt stated that the government had agreed to change the nomenclature of the post of Patwari to that of Revenue Sub Inspector and that of the post of Qanungo to Revenue Inspector. This was done so that the pay scales could be amended. The pay scale for the post of Patwari was changed from Rs 3050-4590 to Rs 4,500-7000, while the post of Qanungo was changed from Rs 4500-7000 to Rs 5000-8000. The government did not accept the demand for revising pay scales of Peons in the revenue department as it was not permissible under the Sixth Pay Commission Rules, but agreed to pay a monthly allowance of Rs 1,000 to them.
It may be recalled that Patwaris had been demanding amendment in their pay scales as they were doing additional duty of revenue police in the hill district. They were on a pen down strike for several months now and were not doing the work of revenue police. While the government had agreed to raise their monthly allowances, it was refusing to accept the demand for amending the pay scales. The Patwaris however had refused to accept the government offer of raising the allowances.

Chandigarh, September 29,2011 :-

Punjab Chief Minister Mr Parkash Singh Badal today gave nod to grant a higher pay scale of Rs 10300-34800 plus Rs 3200 grade pay to the Revenue Patwaris with effect from November 1,2011. The Patwaris were earlier placed in the pay scale of Rs 5910-20200 plus Rs 1900 grade pay.

A decision to this effect was taken by Mr Badal during a meeting with the deputation of the Revenue Patwar Union led by its President Mr Nirmal Jeet Singh Bajwa here at Chief Minister’s residence this evening.

Conceding the demand of the Revenue Patwar Union, Mr Badal also directed the Revenue department to give a four time hike in the allowances paid to the Patwaris. Consequently, now the Patwaris would get Rs 340 as their allowances.

Meanwhile, the deputation also pleaded that in view of the technical nature of their job and considering Rs 4550-7220 as a base grade, the Director Land Record, Punjab had already recommended an enhanced grade of Rs 10300-34800 to the Fifth Pay Commission.

Prominent amongst others who attended the meeting included Financial Commissioner (Revenue) Mr AR Talwar and Principal Secretary Finance Mr KBS Sidhu.

धारा 118 में मंजूरी की राह कड़ी करने की तैयारी

शिमला, 26-10-2011, हिमाचल में सही मायनों में किसान कौन है और कौन नहीं, यह नए सिरे से तय होगा। विभिन्न विभागों से मिले फीडबैक और विधि विभाग की राय के बाद राजस्व विभाग इस परिभाषा की समीक्षा करने जा रहा है। मुख्य सचिव राजवंत संधू की अध्यक्षता में इस बारे में 29 अक्तूबर को एक अहम बैठक होने जा रही है। इससे कृषक शब्द की परिभाषा को और स्पष्ट एवं कड़ा किया जाएगा ताकि हि.प्र. मुजारियत एवम् भूमि सुधार अधिनियम कीधारा 118 के तहत मंजूरी का रास्ता और मुश्किल हो जाए। वर्तमान में हिमाचल की 95 फीसदी ग्रामीण आबादी को कृषक का स्टेट्स प्राप्त है।

राज्य में लैंड रिफार्म्स एंड टेनेंसी एक्ट की धारा 118 के अनुसार जमीन खरीद की अनुमति केवल कृषक प्रमाणपत्र धारक को दी जाती है। शिक्षा, स्वास्थ्य,उद्योग और ऊर्जा आदि क्षेत्रों को निजी क्षेत्र के लिए खोलने के बाद धारा 118 की मंजूरियों की संख्या भी बढ़ी है। आमतौर पर राज्य में भूमि जोतने वाला हर परिवार किसान की परिभाषा में आता है, लेकिन जमीन खरीदने के लिए हिमाचल से बाहर रह रहे लोग भी मूलतया राज्य से होने के कारण इस प्रमाणपत्र का दावा जताते हैं।

सूत्र कहते हैं कि ऐसे कई दावों को राजस्व विभाग ने राय के लिए विधि विभाग को भेजा था। विधि विभाग ने कुछ बिंदु सुझाए हैं, जिन पर परिभाषा को और स्पष्ट करने की जरूरत है। इसके बाद 29 अक्तूबर को उच्च स्तरीय बैठक रखी गई है। राजस्व मंत्री ठाकुर गुलाब सिंह कहते हैं कि धारा 118 में मंजूरी के लिए आवेदन की पात्रता स्पष्ट होनी चाहिए। इसी नजरिए से कृषक शब्द की परिभाषा की समीक्षा की जा रही है।

•कृषक की श्रेणी में आती है 95 फीसदी ग्रामीण आबादी

•इन तीन परिस्थितियों पर होगा फैसला

1. जब किसी किसान की भूमि किसी भी कारण से अधिग्रहित कर ली गई हो। मसलन बैंक लोन के बाद रिकवरी में या किसी विकास योजना के लिए। तो क्या बिना जमीन भी वह कृषक का दर्जा रख सकेगा?

2. जब कोई भू स्वामी जमीन का कुछ हिस्सा अपने वारिस को ट्रांसफर नहीं करता। इस भूमि पर काम करने वाला, जो उसका असल मालिक नहीं है, कृषक की परिभाषा के दायरे में आएगा या नहीं?

3. जब किसी कृषक महिला की शादी राज्य से बाहर किसी गैर कृषक से हो जाए। ऐसी स्थिति में उक्त महिला के बच्चे क्या राज्य में कृषक होने का प्रमाणपत्र हासिल कर पाएंगे या नहीं?
