Centre Govt. constitutes 7th Pay Commission
* To be implemented from Jan 1, 2016 * No separate panel for forces

The Central Government today set up the Seventh Pay Commission for its employees. However, the promised separate pay commission for the armed forces has not been declared, so far, possibly following inputs from the services against having such a provision.
Sources said a large section of top officers in the Army, the Navy and the IAF were not keen on having a separate pay commission for forces as de-linking the forces from the main pay commission would cause more anomalies and there would be no relevant benchmarks to follow.
“In the end, the recommendations of a separate pay commission will also have to go through the Finance Ministry,” sources said. IAF Chief Air Chief Marshall NAK Browne, after consultations with the chiefs of the Navy and the Army, wrote to Defence Minister AK Antony saying the forces should form part of the main central pay commission, sources confirmed.
Finance Minister P Chidambaram said in a statement today that the Prime Minister had approved the constitution of the Seventh Central Pay Commission. The fourth, fifth and sixth Central Pay Commissions’ recommendations were implemented in 1986, 1996 and 2006, respectively.
However, there was no mention of a separate pay commission for the forces in the statement of the Finance Minister. Sources in the Ministry of Defence said there was no instruction, so far, to have a separate pay commission for the forces.

के लिए राहत भरी खबर है,
जिनको अभी तक 12 डिजिट वाला
आधार नंबर नहीं मिला है। कैश सबसिडी का लाभ लेने के लिए वे पंजीकरण नंबर से भी
अपना काम चला सकते हैं। बशर्ते इसके लिए उनका आधार से पंजीकृत होना बेहद जरूरी है। पंजीकृत होने के बाद
विशिष्ट पहचान प्राधिकरण द्वारा उन्हें जो रजिस्ट्रेशन नंबर जारी किया है, वह व्यक्ति
विशेष उस नंबर को डीबीटी की सुविधा के लिए इस्तेमाल में ला सकता है। ऐसे लोग
आधार के पंजीकृत नंबर को गैस एजेंसी और संबंधित बैंक में जमा करवा कर पहली सितंबर
से गैस सिलेंडर पर मिलने वाली सबसिडी का लाभ उठा सकते हैं। प्राधिकरण ने उन लोगों
का यह छूट दे रखी है,
जो आधार से पंजीकृत तो हैं, लेकिन उन्हें अभी तक आधार नंबर नहीं मिला है।
ऐसे में उन्हें चिंता सताने लग पड़ी है कि आधार नंबर के बिना गैस सिलेंडर पर मिलने
वाली सबसिडी का लाभ कैसे मिल पाएगा। ऐसे में प्राधिकरण ने लोगों की मुश्किलों को
समझते हुए आधार के पंजीकृत नंबर को जमा करवाने की लोगों को सुविधा प्रदान कर दी
है। प्राधिकरण के इस फैसले से प्रदेश में 23 प्रतिशत लोगों को लाभ मिलेगा, जिन्हें अभी तक उनके
आधार कार्ड नहीं मिल पाए हैं। प्रदेश में 68 लाख 64 हजार 602 की जनसंख्या में से अभी तक 65 लाख 96 हजार 913 लोग आधार से पंजीकृत
हो चुके हैं।

Time extended for LPG-Aadhaar link-The Hindu
Assistant Director-General of the Unique
Identification Authority of India (UIDAI) K.K. Sharma has said that LPG
consumers who have not seeded their Aadhaar numbers with their LPG consumer
number and bank account number will have to do it in six months from September
1. Though the last date for linking Aadhar numbers with LPG consumer numbers is
August 31, it can be done later. However, those who have not completed the
procedure will have to buy LPG cylinders at the market price from September 1.
Once the procedure is done, the subsidy amount would be credited to the bank
account of the beneficiaries concerned, he added.

Chief Minister Virbhadra Singh today announced in the Vidhan Sabha that all the vacant functional posts in various departments would be filled within three months.Replying to a debate on private member resolution moved by Asha Kumari of the Congress, he said the number of employees in the state was higher compared to other hill states and he would carry out rationalisation of staff in various departments to ensure equitable deployment by filling vacant functional posts on a priority basis.

He said transfer of
employees had been a major problem and the remote and backward areas had to
contend with the shortage of staff, particularly in health and education
departments.
He said filling of
posts was an ongoing process and vacancies kept arising with the superannuation
of employees. The ongoing legal battle over the 85th Constitutional amendment
had also affected the process of promotions. Once the apex court passes the
order, decks would be cleared for promotions.
Moving the resolution,
Asha Kumari drew attention to the fact that over 30,000 posts were vacant in
various departments and urged the government to come out with a policy to fill
theses in a time-bound manner. The resolution was withdrawn after the reply of
the Chief Minister.

He said the Select
Committee of the House set up to look into the Apartment and Property
Regulation Act following complaints of gross violations of its provisions and
mismanagement had recommended that it should be repealed. Further, its
provisions pertaining to registration of promoters, estate agents and
development of apartments and colonies be incorporated in the Town and Country
Planning Act.
It had been proposed
that the provisions of the Town and Country Planning Act should apply to areas
proposed for development of apartments and colonies outside the notified
planning areas or special areas constituted under the Act.

Himachal State employees to get 8% more DA

Chief Minister Virbhadra Singh announced 8 percent Additional Dearness Allowance to the employees and pensioners of the State Government with immediate effect. It would provide additional benefit of Rs. 400 crores to the employees and pensioners of the State.

जेबीटी शिक्षकों को हाइकोर्ट ने राहत दी है। कोर्ट ने कहा
कि बिना टैट जेबीटी शिक्षकों की भर्ती प्रक्रिया 5 सितंबर, 2013 तक पूरी करें। 5 अगस्त को हुई तीन अनुपालन व एक-एक अवमानना याचिका की संयुक्त सुनवाई में जो
फैसला दिया गया है, उसी के आधार पर यह भर्ती प्रक्रिया पूरी हो।
हाईकोर्ट ने पिछले साल बिना टैट जेबीटी की बैच आधारित भर्ती करने का फैसला दिया था।
उसमें कहा था कि वर्ष 2002-04 और 2003-05 से बैच को सबसे पहले नियुक्ति देने के फैसले में लिखा था कि यदि शिक्षा विभाग
और सरकार इस फैसले को 5 सितंबर, 2013 तक लागू नहीं करेंगे, तो अगली सुनवाई में शिक्षा विभाग का अधिकारी
कोर्ट में पेश होगा।
आरटीई लागू होने से पहले के शिक्षकों को लाभ
शिक्षा के अधिकार नियम के लागू होने से पहले प्रशिक्षण ले
चुके जेबीटी बैच 2002-04, 2003-05 और 2008-10 को बिना टैट के ही नियुक्ति देने के फैसले को ही अक्षंरश लागू करवाने के लिए
कोर्ट ने कड़ा रुख अपनाया है। जेबीटी की यह नियुक्ति 15 अगस्त,
2011 को पूर्व सरकार ने घोषित की थी।

प्रदेश को मिले आठ एचएएस अफसर
शिमला — राज्य लोक सेवा आयोग ने प्रदेश प्रशासनिक सेवा (एचएएस) परीक्षा 2011 का परिणाम घोषित कर
दिया है। इसमे 25 उम्मीदवारों को उत्तीर्ण घोषित किया गया है।
इनके साक्षात्कार तीन से आठ जून तथा कंबाइंड कंपीटेटिव परीक्षा नौ से 26 फरवरी
तक ली गई थी। एचएएस परीक्षा की मैरिट सूची के आधार पर आठ उम्मीदवारों को एचएएस
कैडर मिला है,
जबकि चार को एचपीएस, सात को तहसीलदार, दो
को ईटीओ तथा चार को बीडीओ कैडर मिला है। मैरिट सूची में पहले स्थान पर शशि पाल
नेगी रहे। शशि पॉल के अलावा सुनन्या शर्मा, छवि नांटा, सुनील
वर्मा, अनिल कुमार, प्रिथी पाल सिंह, हितेश आजाद व ईशा को
एचएएस
कैडर मिला है। इसी तरह साहिल अरोड़ा, हरीश
कुमार शर्मा,
आशीष धहिया व बलदेव दत्त को एचपीएस कैडर मिला है। आशुतोष, गुरमीत, नीरज, सुधाकर, विक्रम
सिंह व अजय कुमार सिंह को बतौर तहसीलदार चयनित किया गया है। अनुभाग अधिकारी बीआर
वर्मा के मुताबिक गोपाल चंद व विवेक नेगी को ईटीओ, मोहन लाल, पदमा, मनोज
कुमार व रमेश कुमार को बीडीओ कैडर दिया गया है।

Chamba students in HP Board +2 Merit List
6 मई 2013 को हि.प्र. स्कूल शिक्षा बोर्ड द्वारा मार्च 2013 में ली गई जमा दो की परीक्षा का परिणाम घोषित किया गया, जिसमें चम्बा जिले के राजकीय कन्या वरिष्ठ माध्यमिक विद्यालय चम्बा की छात्रा सुनैना कौशल कला संकाय में 500 में से 474 अंक लेकर प्रथम आई । चम्बा जिले के ही राजकीय वरिष्ठ माध्यमिक विद्यालय हिमगिरि का छात्र चमन लाल 455 अंकों के साथ तृतीय स्थान पर रहा । राजकीय वरिष्ठ माध्यमिक विद्यालय हिमगिरि की ही एक अन्य छात्रा रेखा देवी 444 अंक लेकर आठवें स्थान पर रही । इसके अतिरिक्त बख्शी टेक चन्द कॉलेज बनीखेत का छात्र अनुज कुमार 482 अंकों के साथ विज्ञान संकाय में दि्वतीय स्थान पर रहा । व्यावसायिक संकाय में राजकीय वरिष्ठ माध्यमिक विद्यालय बनीखेत की छात्रा सपना लामा 667 अंकों के साथ चौथे स्थान पर तथा राजकीय बाल वरिष्ठ माध्यमिक विद्यालय चम्बा का छात्र दीपक राज 653 अंकों के साथ 10 वें स्थान पर रहा ।

Vacancy position of posts of Patwaris in Himachal Pradesh
पटवारियों की स्थिति पर रिपोर्ट तलब
शिमला — पटवारियों की स्थिति पर लैंड एंड कंसोलिडेशन डिपार्टमेंट से जानकारी तलब की गई
है। सरकार ने विभाग से पूछा है कि वर्ष 2017 तक कितने पटवारी सेवानिवृत्त होंगे, इनकी स्थिति को देखकर सरकार
भर्ती के संबंध में फैसला लेगी। फिलहाल पटवारियों के खाली पड़े 513 पदों पर भर्ती की जानी है।
विभागीय सूत्रों के अनुसार सरकार ने जो सूचना मांगी है उसके मुताबिक वर्ष 2017 में कुल 1220 पटवारियों के पद खाली हो
जाएंगे। इतनी संख्या में पटवारी सेवानिवृत्त होने वाले हैं। वर्तमान में पटवारियों
के कुल 2450 स्वीकृत पद हैं, जिसमें से 513 पद खाली हैं।

जरूरत पर खुलेंगे नए पटवार सर्किल
शिमला — प्रदेश में राजस्व गांवों के अधीन आने वाले पटवार सर्किलों को पुनर्गठित करने
के लिए सरकार जिलाधीशों को आदेश जारी कर रही है। इससे बड़ी संख्या में प्रदेश के
लोगों को राहत मिल सकेगी। वर्तमान में पटवार सर्किल कहीं
तथा मुहाल कहीं दूसरी जगह पर है, जिससे आम जनता प्रभावित है। पूर्व में
बिगड़े इस राजस्व ढांचे को अब दुरुस्त किया जाएगा, जिस पर राजस्व विभाग
ने काम शुरू कर दिया है। राजस्व मंत्री कौल सिंह ठाकुर ने सदन में नियम 61 के
तहत लाई गई चर्चा का जवाब देते हुए कहा कि सरकार जनहित को प्राथमिकता देती है और
प्रदेश के लोगों को परेशानी पेश नहीं आने दी जाएगी। उन्होंने कहा कि प्रशासनिक तौर
पर पुर्नसंरचना के लिए बजट में एक कमीशन बनाने की बात कही गई है, जिस
पर काम शुरू हो गया है। यह कमीशन जिलों और विधानसभा क्षेत्रों के ढांचे को देखेगा, लेकिन
इससे अलग पटवार सर्किलों के पुनर्गठन को लेकर विभाग अलग से काम करेगा।
विधायक महेश्वर सिंह ने कुल्लू जिला की परिस्थितियों पर चिंता जताई और कहा कि वहां
राजस्व गांव सालों पहले अंकित किए गए थे, जबकि वहां पर गांवों की
संख्या काफी अधिक है। राजस्व गांव मात्र 66 बताए गए हैं। उन्होंने मांग
की है कि पूरे प्रदेश में बंदोबस्त के आधार पर नए पटवार सर्किलों का गठन किया जाना
चाहिए।
विधायक आशा कुमारी ने भी इस पर चिंता जताई और कहा कि अधिकांश लोगों के गांव कहीं और
होते हैं, जबकि मुहाल कहीं और दर्ज किए गए हैं। उन्होंने पटवार सर्किल के पुनर्गठन की
मांग करते हुए लोगों के मुहाल दुरुस्तगी की बात कही।
विधायक वीरेंद्र कंवर ने भी प्वाइंट आफ आर्डर में अपने क्षेत्र की एक पंचायत में हो
रहे अवैध खनन का मामला उठाया और सरकार से यहां अवैध खनन करने वालों पर त्वरित
कार्रवाई की मांग की। उन्होंने कहा कि एक ठेकेदार है, जो
यह काम कर रहा है, जिस पर कार्रवाई होनी चाहिए। इस पर विधानसभा
अध्यक्ष ने कहा कि इसके लिए वह अलग से प्रस्ताव दें।

150 Patwaris to be given appointment
पहले चरण में लगेंगे 150 पटवारी
शिमला — राजस्व
विभाग में चल रही पटवारियों की भर्ती प्रक्रिया के तहत पहले चरण में 150 नए पटवारी ही भर्ती
किए जाएंगे। सूत्रों के अनुसार विभाग ने पहले चरण में इतनी संख्या में पटवारियों
को भर्ती करने का निर्णय लिया है और शेष भर्तियां दूसरे चरण में की जाएंगी। 18 नवंबर को इन पदों के
लिए मुख्य परीक्षा का आयोजन किया जा रहा है, जिसके बाद नियुक्तियों में समय लगेगा। बताया जाता है कि
विभाग में पटवारियों के नए पद चुनाव आचार संहिता के बाद भरे जाएंगे, क्योंकि अभी परीक्षा का दौर है और यह
प्रक्रिया चुनाव से पहले की है लिहाजा इसके लिए विभाग को चुनाव आयोग से इजाजत लेने
की आवश्यकता नहीं है। वैसे बताया जाता है कि विभाग ने इस मामले में चुनाव आयोग से
भी संपर्क कर लिया है। विभाग मुख्य परीक्षा का रिजल्ट भी आचार संहिता की समाप्ति
के बाद ही निकालेगा और भर्ती प्रक्रिया भी बाद में ही शुरू होगी। सूत्रों के अनुसार पहले
पटवारियों की भर्ती के लिए अधिक पद सृजित किए जा रहे थे, लेकिन विभाग ने 150 पदों पर ही अपनी
मुहर लगाई। वैसे विभाग में और पद भी भरे जाने हैं, लेकिन यह काम दूसरे चरण में किया जाएगा, यानी अब अगली सरकार ही पटवारियों के शेष
पदों को भरेगी। सूत्र बताते हैं कि विभाग में पटवारियों के 400 से अधिक पद भरे जाने
हैं क्योंकि तहसीलों में इनकी खासी कमी महसूस की जा रही है। कई साल से इन पदों को
भरा नहीं जा सका, जिससे साल दर साल विभाग
में पटवारियों की कमी होती गई है। इस समय कई तहसीलों व सब तहसीलों में इनके पद
खाली पड़े हुए हैं और एक-एक पटवारी को तीन-तीन जगहों का काम सौंपा गया है। इस
व्यवस्था को दुरुस्त करने का प्रयत्न हो रहा है। 18 नवंबर को पटवारियों की मुख्य परीक्षा का
शेड्यूल जारी किया जा चुका है और अभ्यर्थियों को उनके रोल नंबर भी भेज दिए गए हैं।
शिमला और धर्मशाला के सेंटर्ज में इनकी परीक्षा होगी। विभागीय अधिकारियों की मानें
तो ग्रामीण स्तर पर तहसीलों में पटवारियों की कमी अब नहीं खलेगी।

7% DA w.e.f July 2012 notified by Himachal Govt

The state government today released the instalment of dearness allowance (DA), which was due from July 1, 2012, to its employees. As a result, the rate of DA has been increased from the existing 65 per cent to 72 per cent.

A notification in this regard has been issued here today. The additional instalment of DA of 7 per cent will be paid in cash with the salary of October 2012 payable in November and the arrears accrued from July 1, 2012, to September 30, 2012, will be credited to the provident funds account.
The orders will be applicable to employees covered by the HP Civil Services (Revised Pay) Rules, 2009; HP Civil Services (Category/Post wise Revised Pay) Rules, 2012; and work charged employees working in government departments. These orders will also apply to members of All India Services Officers, HP Judicial Services Officers and the state government employees covered by the UGC pay scales.
The government also released the enhanced dearness relief payable to pensioners from the existing rate of 65 per cent to 72 pc. The dearness relief on pension and family pension at the rate of 72 pc will be paid with the pension for the month of October. — TNS

Patwaris placed in Pay Band 10300-34800 Grade Pay 3200 in Himachal Pradesh on Punjab pattern

घोषणा के कई दिनों बाद वित्त विभाग ने सामान्य वर्ग के कर्मचारियों के लिए
ग्रेड-पे की पहली अधिसूचना तो जारी कर दी, लेकिन इससे कर्मचारी खुश होने की जगह भड़क उठे हैं। इसके
साथ ही अन्य श्रेणियों के लिए अधिसूचना जारी होना बाकी है। वित्त विभाग ने
कर्मचारियों की सभी श्रेणियों पर दो साल रेगुलर सेवा की शर्त को लगाया है, जो पंजाब में नहीं है। हिमाचल में इस
शर्त से उन कर्मचारियों को दो साल बाद 2014 में ग्रेड-पे का लाभ मिल पाएगा, जो सालों बाद अभी नियमित हुए हैं। वित्त
विभाग द्वारा जारी की गई अधिसूचना में सबसे अधिक मार लिपिकों, क्लर्कों, सहायकों व चतुर्थ श्रेणी के कर्मचारियों पर
पड़ेगी, क्योंकि
इसमें अधिकांश लोगों को कुछ महीने पहले ही रेगुलर किया गया है। वरिष्ठ सहायकों व
सहायकों की इनिशियल पे में भी अंतर निकला है, जिससे उनके वेतनमान पर सीधे रूप में फर्क पड़ेगा। राज्य
सचिवालय में सचिवालय सेवाएं कर्मचारी संगठन की बैठक हुई, जिसके बाद शनिवार को महासंघ की बैठक रखी
गई है, जो पूरे
मामले पर चर्चा करेगी। वित्त विभाग द्वारा जारी अधिसूचना के मुताबिक जूनियर
टेक्नीशियन की दो श्रेणियों,
जिनका पे-बैंड 5910-20200
है को 1900 रुपए व 2400 रुपए की ग्रेड-पे
रखी गई है, लेकिन यह
ग्रेड-पे उनकी दो साल की रेगुलर सेवा पर ही देय होगी। इसी तरह से टेक्नीशियन
ग्रेड-दो को 2800 रुपए
ग्रेड-पे, ग्रेड-वन को
3200 रुपए की ग्रेड-पे तय
की गई है। सहायक फोरमैन व चार्जमैन को 5910-20200 व 10300-34800 पे-बैंड वालों को 3000 व 3200 रुपए की ग्रेड-पे
रखी गई है। फोरमैन ग्रेड-दो को 3600 रुपए की ग्रेड-पे होगी। फोरमैन ग्रेड-दो जिनका शुरूआती वेतन
13500 है को 3200 रुपए और शेष को 3500 रुपए ग्रेड-पे
मिलेगी। चार्जमैन ग्रेड-एक को 3600
रुपए रखी गई है। फोरमैन ग्रेड-एक को 3800 रुपए ग्रेड-पे मिलेगी, जबकि जूनियर ड्राफ्ट्समैन जिनका प्रारंभिक वेतन 11470 है को 3000 व 3200 रुपए ग्रेड-पे देय
होगी। ड्राफ्ट्समैंनों की ग्रेड-पे 3800 व 4200
रुपए दर्ज की गई है, वहीं
रीस्टोरर के लिए ये ग्रेड-पे 2400,
रिकार्ड सुपरवाइजर के लिए
2800, ड्राइवर के लिए 2000 रुपए, चपरासी, चौकीदार, स्वीपर,
माली, फ्राश व
अन्य चतुर्थ श्रेणी कर्मियों के लिए ग्रेड-पे 1300 व 1650 रुपए तय हुई है। हैड माली, जमादार व रिकार्ड लिफ्टर को 1800 रुपए की ग्रेड-पे
मिलेगी। क्लर्कों के लिए जिनका प्रारंभिक वेतन 7810 रुपए का है को 1900 रुपए की ग्रेड-पे रखी है, जबकि 10300-34800 का पे-बैंड लेने वालों को 3200 रुपए दो साल की
नियमित सेवा के बाद ग्रेड-पे रखी है। जूनियर सहायकों के लिए 3600 रुपए, वरिष्ठ सहायकों के लिए 4400 रुपए, अधीक्षक ग्रेड-दो को 4800 रुपए, अधीक्षक ग्रेड-एक को 5400 रुपए ग्रेड-पे
शर्तों के साथ निर्धारित है। स्टेनो टाइपिस्ट के लिए 2000, 3200 रुपए, जूनियर स्केल स्टेनोग्राफर 3200 व 3600 रुपए, सीनियर स्केल स्टेनोग्राफर के लिए 4400 रुपए ग्रेड-पे घोषित
की गई है। निजी सहायकों को 4800
रुपए का लाभ मिलेगा, जबकि निजी
सचिवों को 5400 रुपए
ग्रेड-पे के रूप में अतिरिक्त तौर पर मिलेंगे। जूनियर लेखाकारों जिनका प्रारंभिक
वेतन 14590 है को 3800 रुपए व अन्यों को 4400 रुपए ग्रेड-पे
मिलेगी। सीनियर लेखाकारों जो एसएएस सेवा से नहीं है को 4800 रुपए की ग्रेड-पे दी
जाएगी। प्रदेश के सभी कर्मचारियों को दो साल के नियमित सेवाकाल में पहली अक्तूबर, 2012 से ग्रेड-पे दी
जाएगी। पंजाब ने अपने कर्मचारियों को दिसंबर 2011 से यह लाभ प्रदान किया है, जिसमें दो साल नियमित सेवाकाल की शर्त
नहीं है। वैसे धूमल
सरकार ने अपनी घोषणा के अनुरूप कर्मचारियों को ग्रेड-पे दे दी है, जिसका इंतजार अढ़ाई लाख कर्मचारी कई साल
से कर रहे थे। कर्मचारियों को ग्रेड-पे देने से सरकार पर करीब 550 करोड़ रूपए सालाना
का अतिरिक्त बोझ पड़ेगा। वित्त विभाग के प्रधान सचिव डा. श्रीकांत बाल्दी की तरफ से
यह अधिसूचना जारी की गई है। बहरहाल सरकार की घोषणा के कई दिनों बाद वित्त विभाग ने
सामान्य वर्ग के कर्मचारियों के लिए ग्रेड-पे की पहली अधिसूचना तो जारी कर दी, लेकिन इससे कर्मचारी खुश होने की जगह
भड़क उठे हैं।
