Chief Minister Virbhadra Singh today announced in the Vidhan Sabha that all the
vacant functional posts in various departments would be filled within three
months.Replying to a debate on private member resolution moved by Asha Kumari
of the Congress, he said the number of employees in the state was higher
compared to other hill states and he would carry out rationalisation of staff
in various departments to ensure equitable deployment by filling vacant
functional posts on a priority basis.
He said transfer of
employees had been a major problem and the remote and backward areas had to
contend with the shortage of staff, particularly in health and education
departments.
He said filling of
posts was an ongoing process and vacancies kept arising with the superannuation
of employees. The ongoing legal battle over the 85th Constitutional amendment
had also affected the process of promotions. Once the apex court passes the
order, decks would be cleared for promotions.
Moving the resolution,
Asha Kumari drew attention to the fact that over 30,000 posts were vacant in
various departments and urged the government to come out with a policy to fill
theses in a time-bound manner. The resolution was withdrawn after the reply of
the Chief Minister.

Development Minister Sudhir Sharma introduced the Himachal Pradesh
Town and Country Planning
(Amendment) Bill in the House seeking to repeal the State Apartment and
Property Regulation Act by incorporating its provisions in the Town and Country
Planning Act.
He said the Select
Committee of the House set up to look into the Apartment and Property
Regulation Act following complaints of gross violations of its provisions and
mismanagement had recommended that it should be repealed. Further, its
provisions pertaining to registration of promoters, estate agents and
development of apartments and colonies be incorporated in the Town and Country
Planning Act.
It had been proposed
that the provisions of the Town and Country Planning Act should apply to areas
proposed for development of apartments and colonies outside the notified
planning areas or special areas constituted under the Act.
