HP CABINET APPROVES PUNJAB PATTERN GRADE PAY


Himachal Pradesh Cabinet in its Meeting held here today granted formal approval to the announcement of the Chief Minister to release post based re-revised pay structures and grade pays to the State Government Employees based of Punjab pattern from October 1, 2012, benefitting large number of employees in the State. The additional annual burden on this account would be over Rs. 550 crore per annum. It further granted approval to the introduction and implementation of Assured Career Progression Scheme (ACPS) under three-tier system of 4-9-14 to all categories of State Employees w.e.f. 27th August, 2009, to benefit large number of employees working in different Departments by getting placement in higher pay scales.

In an all-out attempt to woo the powerful employee lobby, the state Cabinet today gave its go-ahead for post-based re-revised pay structures and grade pays to its employees from October 1, 2012. This is on the Punjab pattern, and comes barely a couple of months before the state goes to the polls. The decision will entail an annual burden of over Rs 550 crore.
The Cabinet, which met under the chairmanship of Chief Minister PK Dhumal today, also approved the introduction and implementation of the Assured Career Progression Scheme (ACPS) under three-tier system of 4-9-14 to all categories of employees with effect from August 27, 2009. This will benefit over 2 lakh employees. The minimum daily wage has been raised from Rs 130 to Rs 150 per day from September 1.
The Cabinet also approved the pay scale of Rs. 15,600-39,100 with a grade pay of Rs 5,400 to regular Ayurvedic Medical Officers and granted Senior Ayurvedic Medical Officers a grade pay of
Rs 6,000.
Financial benefits have also been approved for Ayurvedic Medical Officers engaged under the Rogi Kalyan Samiti.
Judicial officers and retired judicial officers will get allowances with effect from January 1, 2006, in accordance with Justice Padamanabham Committee report.
The Cabinet also gave its nod for the pay scales and other revised service benefits to all teaching and non-teaching categories of officers in higher technical institutions in the state.
As per another decision, an award scheme will be introduced for technical employees engaged in various construction activities under which a cash award of Rs 51,000 and a letter of appreciation will be given. The Cabinet approved a wage of Rs 240 instead of a fixed monthly amount for such technical assistants in the Panchayati Raj Department.
It decided to enhance subsidy under the Horticulture Technology Mission for the Minor Irrigation Scheme from 50 per cent to 80 per cent and from 55 per cent to 80 per cent on construction of grading packing houses.
It approved a proposal to give ownership right to possession holders of constructed buildings within the limits of the Municipal Corporation, Shimla, by taking payment at the per square metre rate of Rs 1,000, Rs 900 per and Rs 800 for different areas.
It was approved to launch the Atal Scholarship Scheme to provide cash incentive of Rs 31,000 for students who secure admission in Indian Institutes of Technology and Indian Institutes of Management.
Under yet another plan, named the Kalpana Chawla Scholarship Scheme, 2,000 topper girl students of plus-II will be given an annual scholarship of Rs 15,000 for three years for higher educational pursuits.

डेढ़ लाख कर्मचारियों को 1 अक्टूबर से ग्रेड-पे का 'चुनावी तोहफा'

शिमला. प्रदेश सरकार के डेढ़ लाख सरकारी कर्मचारियों को 1 अक्टूबर से ग्रेड-पे मिलेगा। हर कर्मचारी को न्यूनतम 400 रुपए से लेकर 1400 रुपए का मासिक वेतन में लाभ मिलेगा। आयुर्वेदिक डॉक्टरों को 5400 से लेकर 6000 रुपए मासिक वेतन में फायदा होगा।


इसका फायदा आयुर्वेदिक डॉक्टरों के अतिरिक्त पुलिस कॉन्स्टेबलों और शिक्षकों को मिलेगा। कर्मियों को ग्रेड-पे के अतिरिक्त 4-9-14 टाइम स्केल 27 अगस्त 2009 से देने का निर्णय लिया गया है। दिहाड़ीदारों को बढ़ी हुई 150 रुपए दिहाड़ी इस महीने से देने की मंजूरी दी। तकनीकी कर्मचारियों के लिए 51 हजार रुपए की इनामी योजना को स्वीकृति प्रदान की।


आयुर्वेदिक डॉक्टर मालामाल
ग्रेड-पे से सबसे ज्यादा आयुर्वेदिक डॉक्टर लाभान्वित होंगे। नियमित आयुर्वेदिक चिकित्सा अधिकारी को 15,600-39,100 का वेतनमान 5400 ग्रेड-पे देने की स्वीकृति दी की गई। वरिष्ठ आयुर्वेदिक चिकित्सा अधिकारी को 6000 रुपए ग्रेड-पे मिलेगी।
इसके अलावा पुलिस कॉन्स्टेबल, स्कूल शिक्षक ग्रेड-पे से अधिक लाभांवित होंगे। ग्रेड-पे का न्यूनतम लाभ 400 रुपए से शुरू होगा और 6000 रुपए तक प्राप्त होगा। रोगी कल्याण समिति के तहत अनुबंध पर लगाए गए राजकीय आयुर्वेदिक चिकित्सा अधिकारियों को आयुर्वेदिक चिकित्सा अधिकारियों के बार लाभ मिलेगा।


150 रुपए दिहाड़ी
मंत्रिमंडल ने दिहाड़ीदारों को बड़ा तोहफा देते हुए 150 रुपए दिहाड़ी देने को स्वीकृति दी है। उन्हें इस महीने से 130 रुपए की बजाए 150 रुपए दिहाड़ी प्राप्त होगी, जबकि जनजातीय क्षेत्रों में काम करने वालों को 25 फीसदी अधिक दिहाड़ी मिलेगी।


312 लेक्चरर नियमित
स्कूल काडर के 312 लेक्चर्स को नियमित किया गया है। बीएड की शर्त को हटा दी गई है। 38 अन्य लेक्चर्स नियमित किए गए हैं। पीडब्ल्यूडी में कार्यरत चतुर्थ श्रेणी कर्मचारियों में से चालकों और ऑपरेटरों के 164 पद भरने को स्वीकृति दी गई है।


बागवानी सब्सिडी 80 फीसदी
बागवानी तकनीकी मिशन और लघु सिंचाई योजना के तहत सब्सिडी को 50 फीसदी से बढ़ाकर 80 फीसदी करने का निर्णय लिया गया। इसके अलावा ग्रेडिंग और पैकिंग हाउसिज के निर्माण के लिए भी 80 फीसदी सब्सिडी दी जाएगी।


अन्य महत्वपूर्ण फैसले

बारहवीं में टॉप रहने वाली 2000 छात्राओं को उच्च शिक्षा में 15000 रुपए प्रति छात्रा वजीफा

विभिन्न श्रेणियों के 150 पद स्वीकृत किए। ञ्च 27 एंबुलेंस चलेंगी अटल स्वास्थ्य सेवा के तहत
एनएचआरएम के तहत 32 और वाहनों को अंतर सुविधा के तौर पर प्रयोग में लाया जाएगा। पंचायती राज विभाग में अनुबंध आधार पर कार्यरत 64 जेई नियमित न्यायधीश पद्मनाभम समिति की रिपोर्ट को लागू करने का निर्णय लिया है। सेवानिवृत्त अधिकारियों एवं पारिवारिक पेंशनरों को भी लाभ मिलेगा।
